Willaby’s Restaurant in White Stone served its final customers on Dec. 20 as the long-planned replacement of the Robert O. Norris Bridge moves forward. VDOT reports right-of-way acquisitions, utility assessments, and an Environmental Assessment are underway, with construction scheduled for 2028. The restaurant’s property will be acquired for the project, prompting owners to relocate to Kilmarnock. Willaby’s plans to restart its catering service first, then reopen the restaurant with a bar and live music. Owners say their commitment to the community remains unchanged despite the move.
