Carter White retired from the Virginia Department of Transportation after more than 30 years, including 28 in the Warsaw and Northern Neck Residency area. White served in roles from Maintenance Operations Manager to Residency Administrator and Assistant Residency Administrator. The Westmoreland County Board of Supervisors recognized his career with a formal send-off at their recent meeting, celebrating his contributions to local infrastructure and transportation management.
