Middlesex County officials are considering a solar farm at the closed Stormont landfill, following a visit to a similar site in Albemarle County. The Virginia DEQ allows solar on capped landfills as long as the ground isn’t penetrated, with panels secured by concrete and ballasts. Dominion Energy’s proposal would lease the Stormont site for nearly $2 million over 25 years. County engineers say a solar array could proceed safely without affecting the landfill’s closure requirements.
