Kilmarnock council voted to appoint Cynthia Scott to fill the unexpired term of Curtis Smith. Scott, a local business owner, was sworn in immediately and participated in the remainder of the most recent meeting. In other recent business, council filled planning commission vacancies, approved a $10,000 Lancaster Community Library funding request, and recognized Bernice McElroy for her seasonal holiday decorations.
