Rappahannock Tribe Appeals Water Withdrawal Permit on River

The Rappahannock Tribe is challenging a state permit that allows Caroline County to withdraw more than 1.8 billion gallons of water a year from the Rappahannock River. The permit was issued in November by the Virginia Department of Environmental Quality. Tribal leaders filed an appeal this week, arguing the decision threatens river health and cultural resources. The move sets up a legal fight over water use as local governments push for growth and Native communities press for stronger environmental protections.
