Early indications now, lean toward a theory that the Richmond water crisis that shut down the entire state’s government, was a completely preventable event. An official with the Virginia Department of Health says the city failed to test their backup systems at the water treatment plant ahead of the storm. He also says someone could have manually closed valves that could have prevented flooding at the plant.
