The Virginia Department of Environmental Quality is sending part of a $19 million grant package to Northumberland County as part of its Pay-For-Outcomes pilot program. The initiative funds projects that reduce pollution flowing into the Chesapeake Bay, with payments based on actual results. Nine efforts across the state are included in the program’s first year, aimed at cutting nonpoint source pollution.
