Urbanna Town Council heard strong opinions at their recent meeting over a proposal to build two dwellings on a quarter-acre lot at 181 West Avenue. Neighbors argued the plan could open the door to more rentals and overdevelopment. Property owner Zack Lapinski though, said both homes would be for family use—not rentals—and denied any plan for multifamily housing. A town analysis found no negative neighborhood impact, but public concern pushed council to delay a vote. A decision on the special use permit is now expected at the June 11 meeting.
